TL,DR: kraje CEPT nie potrzebują żadnych dodatkowych umów.
Sama strona FCC też mówi "an amateur service license granted by any other country with which the United States has a multilateral or bilateral agreement", więc skłaniałbym się ku stwierdzeniu, że szczegółowa lista jest niekompletna.
